Implementation of the Global Security Initiative to protect world peace and tranquility.
On April 21, Chinese President Xi Jinping proposed a global security initiative at the opening ceremony of the annual conference of the Boao Forum for Asia 2022. This is another international public benefit provided by China for world peace and security. This vivid example of the practical implementation in the field of security of the concept of a community with a common human destiny was warmly welcomed by the participants in the forum, including Kazakhstan. This important initiative clearly answers the burning question of the era of “what security concept the world needs, and how countries should ensure common security.” In addition, she brings with her Chinese wisdom to fill the lack of peace in human society and offers a Chinese solution to problems in the field of international security.
This initiative was presented in the light of the fact that regional hotspots are emerging one after the other and therefore have deep practical significance. There is currently no peace or stability on the planet. The situation in Afghanistan has undergone fundamental changes, the crisis in Ukraine has caused worldwide concern, the threats of unilateralism, hegemony and power politics are growing, geopolitical conflicts are revived, caused by bloc confrontations and the mentality of the Cold War. Non-traditional security threats such as terrorism, climate change, cyber security, refugee crisis, food security continue to spread. In short, the hot topics of peace and development are being seriously tested, and no country can survive alone.
The core of the Global Security Initiative lies in the “six principles”: adhering to the concept of common, comprehensive, common and sustainable security, jointly ensuring peace and security, guided by the principles of respect for sovereignty and territorial integrity, non-interference in internal affairs, respect for the right to independently choose the path of development and social order, strictly follow the aims and principles of the UN Charter, abandon the mentality and unilateral actions of the Cold War, prevent block or confrontational thinking, pay attention to each country’s rational security concerns, adhere to the principle of security indivisibility to develop a balanced, effective and sustainable security system, to prevent attempts to secure their own security at the expense of the security of others, to resolve intergovernmental disagreements and disputes peacefully through dialogue and negotiations, welcome all efforts for peace to resolve the crisis without use g of double standards, unilateral sanctions and “long-armed law”, to take a comprehensive approach to traditional and non-traditional security issues, to work together to combat regional conflicts and global problems such as terrorism, climate change, cyber security and biological security.
China is not only the author of this important initiative, but also a force ready to implement it. Since the founding of the People’s Republic of China in 1949, China has pursued an independent peace-loving foreign policy and adhered to the path of peaceful development. The country has never provoked a war on its own initiative, has never invaded an inch of foreign land, has never entered into a proxy war, has never participated in or formed a military bloc and has promised not to be the first to use nuclear weapons. China is the country with the best peace and security results in the world.
China’s stance on maintaining world peace and building international order is consistent: we firmly uphold UN authority and status, jointly exercise true multilateralism, and oppose undermining international order and dragging the world into a “new Cold War”; we contribute to the general direction of convincing peace and advancing the negotiations, as well as the joint study of political solutions to problematic issues; we coordinate the response to security threats in traditional and non-traditional areas, jointly improve the global security management system and work together to combat the “three forces of evil”, promote the establishment of a fair, common and mutually beneficial international nuclear security system, promote governance in new areas such as the deep sea, the polar regions, outer space and the Internet, and implement the global management concept with broad consultation, common contributions and common benefits; we try to build a new regional security architecture, maintain peace and stability in Asia, build an Asian security model based on mutual respect, openness and integration, and strongly oppose the use of the so-called “Indo-Pacific Strategy” to divide the region and use military alliances, to put together an “Asia-Pacific version of NATO”.
In the Ukrainian issue, China, governed by standards, adheres to the principles of objectivity and justice, actively promotes peace and negotiations, which has received widespread recognition from the international community, especially a large number of developing countries. In the Middle East issue, China has consistently put forward a four-point proposal to resolve the Palestinian issue and a five-point proposal to promote peace and stability in the Middle East. China supports the countries and peoples of the Middle East in resolving their own security issues through unity and cooperation, and helps them to independently explore their own path of development. On the Iranian nuclear issue, China is actively promoting the resumption of negotiations on the implementation of the JCPOA and the maintenance of the International Non-Proliferation Regime. With regard to the nuclear issue on the Korean Peninsula, China insists on promoting in parallel the peninsula’s peace mechanism and the peninsula’s nuclear disarmament process and on balancing the rational interests of all parties. In the Afghan issue, China is actively pursuing international coordination, providing humanitarian aid and playing a constructive role in a smooth transition to the situation in Afghanistan.
Unlike some Western countries’ one-sided pursuit of absolute security, China’s Global Security Initiative pursues the goal of common security with an emphasis on peace and cooperation. It contributes to building an international order based on mutual respect, equality and mutual trust and is of great importance for long-term peace and development in human society.
Kazakhstan is a friendly neighbor of China. In the 30 years since independence, Kazakhstan, which has joined the path of peaceful development, has made a unique contribution to maintaining peace in the region and around the world. Under the strategic leadership of the two Heads of State, the perpetual comprehensive strategic partnership between China and Kazakhstan will develop in a sustainable, healthy and stable manner. We are ready to work with the international community, including Kazakhstan, to help this initiative take root and bear fruit, open a broad path to lasting peace and universal security, and gather strong synergies to build a community with a common destiny for humanity. .
